or limit to two sign in names per ip address something along those lines
There isn’t a whole lot that can be done to be honest, IP addresses change all the time and people can fake their information and they can clear cookies, so you really don’t have that many options for the people that are out to spam you.
But for those that are legit you could log their address or phone number.
